Electrical Safety in Housing

Electrical Safety Act (2016:732), Swedish Electrical Safety Authority regulations ELSÄK-FS

What does it mean?

Electrical safety in housing is about preventing electrical accidents, fires, and damage caused by faulty installations. In Sweden, all electrical installations must be performed by a licensed electrician — it is illegal for private individuals to perform permanent electrical work. Residual current devices (RCDs) are mandatory in new installations and protect against personal injury from earth faults.

The property owner is responsible for the electrical system up to the apartment distribution, and the tenant is normally responsible for their own electrical equipment (cords, lamps, appliances). Older properties may have outdated electrical systems with two-conductor wiring without grounding, insufficient capacity (16A fuses), or aluminum wiring that can pose fire risks. An electrical inspection can identify deficiencies and is recommended when purchasing older homes.

If your home lacks an RCD, request that the landlord installs one.
