The Rental Market Committee (Hyresmarknadskommittén, HMK) is a collaborative body between Hyresgästföreningen, Fastighetsägarna, and SABO. The committee works to develop joint guidelines and recommendations for how rent negotiations should be conducted. HMK was formed to create consensus around the rent negotiation process and reduce conflicts.
HMK produces the annual recommendation for rent negotiations — the so-called framework agreement or "tripartite agreement."
