Land Code Ch. 12, §§ 54–55

What does it mean?

Rent increases in Sweden are governed by the utility value system. Each year, the Tenant Association negotiates with property owners about new rent levels. The increase should correspond to changes in the apartment's utility value and costs for operation and maintenance.

As a tenant, you have the right to contest a rent increase. If you don't accept the new rent, the matter can be referred to the Rent Tribunal, which decides if the increase is reasonable. Meanwhile, you pay the old rent.
