Collective Bargaining for Rent

Rent Negotiation Act (1978:304)

What does it mean?

The collective bargaining system (förhandlingsordning) is where landlords and the Tenant Association negotiate rent levels collectively. Most landlords with multiple apartments have a bargaining agreement, meaning rent is set through agreement rather than unilaterally.

Tenants can choose to opt out and negotiate individually, but this is uncommon. If negotiations fail, the matter can go to the Rent Tribunal.

Key Points

  • Collective negotiations between landlord and Tenant Association
  • Most larger landlords have bargaining agreements
  • Rent is set through agreement, not unilaterally
  • Tenants can opt out (uncommon)
  • The Rent Tribunal decides if parties disagree

Practical Tip

Check if your landlord has a bargaining agreement — it's often stated in the lease. If you're a member of the Tenant Association, they represent you in negotiations.
