Act on Municipal Public Housing Companies (2010:879)

What does it mean?

Allmännyttan is the collective term for Sweden's municipally owned housing companies. They own and manage around 830,000 apartments — roughly half of all rental apartments in the country. Public housing was established in the 1940s–50s as part of the welfare state policy, with the mission to offer good housing for everyone regardless of income. The largest companies include Stockholmshem, Svenska Bostäder, Familjebostäder (Stockholm), Poseidon (Gothenburg), and MKB (Malmö).

Since a 2011 legislative change, public housing must be operated according to business principles rather than the cost-price principle. This has meant that municipal companies act more like private operators, with requirements for market-rate returns. Critics argue this erodes public housing's social mission, while proponents claim it ensures financial sustainability. Public housing still plays a crucial role as a norm-setter in rent negotiations — their rents serve as the benchmark for the entire rental market.

Practical Tip

Register in the municipal housing companies' queues in the cities where you want to live. Queue times vary widely — from a few years in smaller cities to over 15 years in Stockholm. Public housing often offers lower rents than private landlords, especially in older stock.
