What does it mean?
During the asylum process, you have the right to housing through the Swedish Migration Agency (Migrationsverket). There are two options: ABO (accommodation center) which is the Migration Agency's own housing, and EBO (private arrangement) where you arrange housing yourself, usually with relatives or friends. The choice affects your daily allowance and in some cases your future municipal placement.
After receiving a residence permit, the situation changes. You have the right to stay in ABO for a limited time, but the municipality takes over responsibility for housing. Since 2016, newcomers are distributed among municipalities through the Settlement Act, and each municipality is responsible for arranging housing during the establishment period. EBO housing during the asylum process may affect which municipality you are assigned to.
